Scope

Reporting to the General Manager, Planning & Development, the Manager, Area Planning & Development performs supervisory and administrative work relating to the direction of the expeditious, yet comprehensive, processing of high volume of land development applications for the City of Surrey. The Manager leads a team of professional and technical planning staff providing technical knowledge and creativity to find solutions to various issues.

Responsibilities

Contribute to the City’s goal of best serving its residents, businesses, staff and other stakeholders into the future
Lead a team of professional and technical planning staff dealing with a heavy workload of land development applications and experiencing considerable pressures
Provide technical and strategic advice to the team and to other Divisions and Departments
Attend Council meetings and respond accordingly to questions from Council members and citizens
Take responsibility for all Planning Reports and Corporate Reports to Council, regarding land development applications
Ensure consistency and sound judgement in decision-making and efficiency in processes and when necessary, take action that moves issues to closure
Establish and maintain effective working relationships with all stakeholders including Council, staff, the development community, community groups and the public
Deal with sensitive and confidential issues
Perform the statutory duties of an Approving Officer as per the Land Title Act
Establish and maintain effective working relationships with representatives and officials of other municipalities and government agencies
Lead and manage staff to ensure duties are carried out in an efficient, effective and client-centred manner that reflects City policies and values
Oversee human resources and labour relations matters including hiring, promotion, discipline, layoff, termination, performance appraisal, and training and development
Represent the General Manager, Planning & Development, as required
Qualifications

Bachelor’s Degree in Planning or related discipline; a Master’s in Planning is preferred
Minimum of 10 years’ experience in the planning profession, preferably in the municipal government sector and a minimum of 5 years’ management or supervisory experience, directly related to the position
Alignment with the City of Surrey’s Values of Community, Service, Integrity, Innovation, and Teamwork
Demonstrated ability to build and maintain relationships with internal stakeholders, including City officials, members of Council, staff and management
Comprehensive knowledge of pertinent legislation and City bylaws and policies
Demonstrated ability to build and maintain relationships with external stakeholders, including vendors, developers, public bodies and private entities across the region and province
Demonstrated ability to lead, coach and develop staff in a unionized environment, knowledge of collective agreement administration
Knowledge of WorkSafeBC regulations
Experience operating within a variety of project delivery models
Excellent interpersonal, communication and problem-solving skills
Current member or eligible to fulfill the requirements for membership with the Canadian Institute of Planners.
A valid BC driver’s license is required
