The Housing Capital Programs Branch in the Housing Division has an exciting opportunity for an enthusiastic, process-focused individual with an eye for detail and proven interpersonal skills. Under the guidance of the Manager, Contracts and Procurement, you will be responsible for providing project procurement management services for capital (design and construction) contracts, ensuring that procurement documents, the procurement process, and contracts meet the department's technical requirements and standards and are consistent with established procurement policies and practices.
The Project Procurement Specialist operates as part of a collaborative team, with primary involvement from the time of project identification until all associated contracts are awarded. This position provides advice on procurement methodologies and strategies appropriate to project requirements. As well, you will ensure that the procurement and contracting process and associated documents are compliant with department policies and public sector procurement and contracting best practices.
As the successful candidate, you have excellent writing skills and the ability to communicate and maintain a collaborative approach. Understanding of policies related to procurement, risk management, and contracts will assist you in being successful in this role. Creativity, a results focus and your demonstrated ability to develop and maintain positive relationships with a variety of diverse internal and external stakeholders will be important success factors for this position. You also possess strong analytical, communication, and problem solving skills as well as the ability to exercise professional judgement when representing the Ministry and dealing with sensitive issues.
A related post-secondary education in Engineering, Construction, Architecture, or related field along with 5 years' related experience in procurement and contract management for capital construction projects or facility management is required. Working knowledge of various procurement methodologies is required. Public sector procurement experience is considered an asset.
Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
An industry recognized professional designation such as Certified Professional Public Buyer (CPPB) from the National Institute of Governmental Purchasing (NIGP), Supply Chain Management Professional (SCMP) from Supply Chain Management Association of Canada (SCMA), Certified Engineering Technologist (C.E.T), Project Management Certification (PMP), or equivalent is an asset.
