Reporting to the Program Director, Emergency and Access via the Manager, Access Services and in collaboration with Patient Care Managers, Medical Staff and nursing staff at the designated site, the Clinical Site Coordinator is responsible for overseeing and coordinating the delivery of patient care including bed utilization and access, patient transfers, staffing and other resources, staffing issues related to collective agreements and patient care policies and site operation issues including emergency plans. This position will act as a clinical resource to support nursing staff in the provision of safe, competent care to patients, residents and their families.
In addition, the Clinical Site Coordinator will act as the senior administrative person on site during evening, nights and weekend shifts in the absence of Managers and Program Leaders.
This position will provide leadership and direction to the site by making decisions and solving complex problems which impact patient care, patient safety and patient flow. They will be expected to assess critical situations and make independent decisions on the best course of action and determine when to engage senior leaders such as the Senior Leader-On-Call, Leader-On-Call, Program Directors, Patient Care Managers or Leader, Access Services.
The Clinical Site Coordinator is expected build effective working relationships with on-site medical and clinical staff including Clinical Nurse Leaders and Charge Nurses through meaningful collaboration and respectful communication to ensure operational needs are achieved.
Ability to communicate effectively both verbally and in writing.
Demonstrated knowledge and ability to perform Cardiopulmonary Resuscitation (CPR) and Advanced Cardiac Life Support (ACLS) procedures appropriate for the area of service.

Baccalaureate degree in Nursing, plus five (5) years’ recent related experience in a complex health care environment, including a minimum of two (2) years experience in a supervisory and/or administrative capacity or an equivalent combination of education, training and experience. Completion of post basic specialty nursing certificate/program may be required.
Current registration with the BC College of Nursing Professionals (BCCNP).
Works collaboratively and strategically with staff, management and physicians in the identification and resolution of client care, staff, administrative and site operation issues, Leads committees, task groups, provides input from a clinical perspective, presents relevant material, acts as advocate for the goals and objectives of the service. Determines when to engage the Leader-On-Call, Program Directors, Patient Care Managers or Leader, Access Services regarding clinical or operational issues that require follow-up.
During evenings, nights, and weekends, acts as senior administrative person on-site overseeing the delivery of care with direct accountability for providing leadership and supervision to staff, at all applicable sites. Is visible and available to units to address and resolve performance and staff issues including addressing workload pressures, resolving conflicts, communicating expectations and coaching staff, conducting performance management and having conversations with staff to both recognize good performance and to address under performance (both behavioral and clinical).
Attends a variety of department and/or program meetings as requested to facilitate resolution and/or provide input into the decision making process relating to planning, budgeting, bed utilization and staff allocation.
Bed Utilization and Access
Coordinates and oversees patient placement activities related to bed utilization and bed space allotments for the site by performing duties such as assessing situations, prioritizing and expediting critical issues requiring immediate action, authorizing bed openings and temporarily removing beds from service. Negotiates changes with staff, facilitates the transfer of resources and evaluates potential staff implications to ensure the optimal flow of patients between units on a given shift.
Monitors patient acuity to determine when a higher acuity of care is required and when a patient should be transferred. Coordinates acute site transferring planning of patients and equipment by liaising with the Patient Transfer Network (PTN) and the receiving unit to facilitate patient transfers between MSJ and SPH as well as other acute sites across the province (repatriation).
Collaborates with Managers and Clinical Nurse Leaders on issues regarding appropriate and efficient patient bed assignments and makes decisions related to improving access to beds and services. Overrides previous orders regarding required resources, liaising with Program Directors and Leader-On-Call, as necessary.
Clinical Resource Nurse
Monitors the quality of nursing practice and the safety of patient environment through observations and assessment and conferring with physicians, families and departments and/or programs within the hospital on questions related to nursing practice and hospital policy.
Provides support to nursing staff by performing duties such as acting as a resource in the interpretation of administrative policies, facilitating problem solving in relation to clinical practice, answering questions related to clinical practice issues, troubleshooting concerns and mentoring staff regarding organizing and prioritizing workload.
Maintains clinical competency to practice and provide direct patient care by evaluating and providing direct care for clients and their families through methods such as providing emergency assessment, intervention and direct patient care, assisting and observing frontline staff, reviewing/auditing relevant documentation, interviews clients/families to investigate clinical components of incident reports. Identifies work performance issues, takes corrective actions to staff and/or refers issue to Manager for further action.
Performs direct nursing care through short-term interventions as required.
Staffing and Supervision
Coordinates work activities on site by establishing priorities, reviewing workload assignments, assessing workload/staffing needs and ensuring staff is allocated accordingly, particularly where relief is not found, in collaboration with in-charge personnel. Adjusts resources according to workload to ensure levels meet operational requirements. Responsible for authorizing overtime for patient care staffing.
Collaborates with the Staffing Office to maximize the efficient use of staff and provide for safe care of the patients by performing duties such as assessing staffing requirements, adjusting and authorizing schedule changes to staffing levels to match workload by calling in or reassigning staff to other units, prioritizing work and negotiating with staff to facilitate changes.
Responds to disciplinary issues related to staff non-compliance with patient care policies and procedures and collective agreement provisions by performing duties such as documenting incident information, communicating issues/concerns with staff member and consulting with Leader on call to determine a course of action.
Responds to urgent calls to address emergent issues such things as patient, visitor, staff and/or public safety, media requests and/or other events potentially harmful to safety and/or the hospital’s image. Consults with Communications and Public Affairs and Risk Management, as appropriate. Promotes optimal support for clients and families and provides input into improvements of care and services and the resolution of issues. Advocates for the achievement of goals and objectives and the efficient and safe operations of the unit/program.
Initiates and coordinates procedures such as Over Capacity Protocol and Emergency Response plans in collaboration with onsite Managers and Leaders by performing duties such as following established guidelines, acting as Incident Commander for site during activation of the Emergency Operations Centre (Health Incident Command System HICS), implementing action plan as required and coordinating processes to ensure patient care standards are met in an expedited manner.
