Reporting to the Director, Academic Technology and under the direction of the Chief Operations and Finance Officer of the Western College of Veterinary Medicine (WCVM), the College Coordinator provides leadership, vision and expertise relating to information technology activities and projects. More than 450 undergraduate and graduate students are enrolled at the internationally-recognized veterinary college that includes a Veterinary Medical Centre, a provincial diagnostic laboratory, and large-scale research facilities. The WCVM portfolio is unique in its technology, which includes oversight of a proprietary legacy system that is shared centrally by all its facilities.

Primary Purpose: To provide leadership, vision and expertise relating to information technology activities and projects. In close collaboration with the college Dean(s) and leadership team(s), the IT College Coordinator is responsible for establishing optimum information technology service delivery for the colleges, the University community and external stakeholders while ensuring stewardship of information technology resources. The position coordinates the initial discovery, requirements gathering, solution selection, input into architecture, development and implementation of overall information system strategies for the colleges by eliciting requirements, facilitating discussion, executing IT strategy, and seeking input from each college’s leadership team, college strategic partners, and the ICT leadership team.

Nature of Work: The IT College Coordinator provides information systems leadership to all departments and units within their client portfolio, to support and enable the accomplishment of each college’s strategies and more broadly the University’s Integrated Plan. The position works to elicit requirements to define, implement, and monitor service delivery roadmaps and makes recommendations to the Deans, college leadership teams, and the ICT leadership team for improvement. A long-term planning perspective is required to oversee the development of multi-year plans for the evolution of technology solutions. The ability to work effectively with a wide range of people, problem solve, and make decisions on a variety of issues practically and expediently are key factors for success in this position. Creativity is required to identify and recommend alternate strategies when appropriate. The ability to enable and lead individuals in the accomplishment of unit goals and objectives is required. Must be able to develop partnerships and work effectively with decision makers at senior levels within the University and at strategic partner organizations. The ability to manage multiple priorities and competing deadlines in an environment where interruptions are the norm is required. Due to the nature and complexity of work that will be undertaken by this position, the impact to the university is significant.

Accountabilities:
Effectively provides leadership to deliver outstanding information technology and systems services and support to clients (colleges and/or units).
Analyzes, develops, coordinates, maintains, executes, implements, oversees, and evaluates college-level information systems strategic planning and development to ensure that the information systems functions support and align with the goals of the colleges and ultimately the University.
Participates in strategic and operational governance processes with respect to information technology.
Ensures the alignment, development and implementation of information technology processes and procedures to enable the forecasting and multi-year planning for information systems activities and projects.
Develops performance measures to evaluate information technology investments and service delivery and ensures the implementation of improvements needed to information systems processes.
Provides leadership in the collection and interpretation of information and data for the purposes of strategic college planning.
Provides strategic leadership in the analysis, selection, development and implementation of innovative solutions to technical challenges.
Develops and fosters mutually beneficial relationships with college faculty and staff, the University community, and key strategic partners, including other colleges, in order to deliver effective, quality services to students, faculty and staff in all service locations.
Advises on Change Management, and supports general communications strategies for the colleges through the efficient and effective use of information systems Develops information system service strategies for distributed learning for the colleges and collaborates with other ICT service providers in the development of a distributed learning information system support model.

Qualifications
Education: Bachelor’s degree in a relevant field (such as business, computer science, etc.) is required . A graduate degree, Business Analysis and/or Project Management designation would be considered an asset.

Experience: Ten or more years of relevant experience in information technology and strategic analysis with progressively responsible leadership experience. Demonstrated experience in eliciting business requirements, defining business capabilities, developing information technology strategic plans through collaboration and extensive consultation and managing outcomes through Project and Program management. Experience communicating and facilitating dialogue, building consensus and building effective and collegial working relationships with a broad range of constituents in a complex environment. Experience in leading change to enhance effectiveness and efficiency. Applied experience in implementing innovative solutions to technical challenges. Experience and knowledge of current technologies and best practices in the post-secondary education field.

Skills: Strong collaborative leadership skills, and business analysis skills, with the ability to think strategically, assess risks and apply sound judgment in decision making. Excellent communication and facilitation skills with the ability to develop strong relationships and build consensus. Strong proficiency in planning and a commitment to excellence in customer service.
