The Opportunity:
The Health Information Management Coordinator and Privacy Lead will support the development, delivery, management and monitoring of Collingwood General & Marine Hospital’s (CGMH) Health Information Management and Privacy/Access Program. The Health Information Management Coordinator and Privacy Lead will ensure all legislation requirements; accreditation standards and reporting requirements are completed. They will also ensure the hospital’s compliance with privacy in a number of areas i.e. legislation, obligations established in agreements with partners, hospital policies and procedures and best practices. The candidate will function as the Freedom of Information (FOI) Coordinator and privacy subject matter expert working collaboratively with all levels of hospital staff across the hospital as it relates to the collection, use, disclosure, retention and destruction of personal health information, and corporate information.

Bachelor’s Degree/Health Information Management Diploma

Undergraduate degree in health information management, health policy, health administration or graduation from a CCHIM Accredited HIM Program; CHIM professional credential.

Understanding and knowledge regarding all relevant regulatory/legislation laws (e.g. PHIPPA, FIPPA);

3-5 years’ experience with privacy and health information management or related role within a hospital setting, or health systems perspective;

Working knowledge of electronic health records, abstracting and or other health information systems. Detailed knowledge of Meditech & Med2020 is preferred.

Knowledge of ICD10-CA/CCI, MIS and other data collection systems

Knowledge of industry databases such as CIHI, MOHLTC

Must strive to continuously provide a safe and supportive environment for patients, staff, physicians, and volunteers

Must adhere to the duties of workers, as stipulated in the Occupational Health and Safety Act

Must have an ability to effectively communicate (written and verbal) in the English language in order to provide excellent communication with team members, patients and families. Ability to communicate in additional language(s) is considered an asset.

Must have basic computer skills

Must be dedicated to professional growth & development

Must be able to perform all bona fide and essential duties of the position, which may include physical demands such as moving/transferring patients, pushing, pulling, bending, etc.

Must have demonstrated excellent attendance/performance record

Excellent organization and prioritization skills

Ability to work independently and effectively communicate with other members of the health care team

Canadian privacy certification: e.g. Certified Information Privacy Profession (CIPP/C), Certified Information Privacy Manager (CIMP/C) or equivalent experience preferred

Sound understanding of project management and/or change management principles preferred

Duties and Responsibilities:
Managing the day to day operation of the Health Information Management department, ensuring they meet all legislation requirements, accreditation standards and reporting requirements.

Assist other departments in identifying, defining, and prioritizing information management requirements.

Acts as subject matter expert for the responsible stewardship, safeguarding and management of information in support of improved health care delivery, health system management and maintenance of public trust.

Manages the development, innovation, implementation, evaluation and sustainability of the privacy and access program by developing or contributing to strategies, policies and procedures, standards, education and training for employees and external health care providers and partners, students, volunteers, affiliates, vendors, etc., to support the mandate and objectives of the hospital while managing privacy risk to the organization and supporting the privacy rights of individuals.

Supports the response to privacy access requests, inquiries and complaints in compliance with PHIPA and in collaboration with Health Information Systems, including tracking information on events for program monitoring and reporting purposes. Also supporting processes associated with obtaining consent and ongoing consent management for clients and their substitute decision-makers.

Manages the process for receiving, documenting, tracking, containing, investigating, analyzing and resolving privacy incidents and breaches. Supporting the containment and investigation of critical privacy incidents in collaboration with security, human resources, legal and relevant departments involved in events where relevant, formulating incident and breach response recommendations including privacy risk response and supporting risk mitigation activities

Manages and supports privacy risk management and privacy and access program assurance activities to support oversight, monitoring and continuous improvement of the privacy program (i.e. user access audits, privacy reviews, privacy impact assessments) and compliance monitoring activities in coordination with the Hospital’s other compliance and operational assessment functions.

Tracks and monitors privacy risks and supporting privacy risk management decision-making

Active participation in the Hospital’s Health and Safety Internal Responsibility System, which includes maintaining accountability for the defined responsibilities listed in applicable legislation, policies and procedures;

Actively contributes within the scope of the position to the enhancement of the patient experience through continuous improvement, learning, and teamwork, with the goal of creating an environment that is caring, inclusive, respectful, patient and family-centred with a focus on excellence, innovation and safety;

Ensure compliance with the Hospital’s patient safety, staff safety policies and appropriate legislation.

Hours of Work: Day Please be reminded that as a Hospital, in order to provide the necessary patient care, our operations run 24/7. Therefore, depending on the program for which you are applying, it may be an expectation that you are available to work week days and weekends, as well as all shifts - days, evenings, and nights.

Wage: $41.42 - $48.02
