PURPOSE AND SCOPE
The Human Resources Manager position is to support the Chief Executive Officer and the management team with understanding, interpretation and implementation of all human resources policies.
The Human Resources Manager position is to provide professional and administrative support, Atikameksheng Anishnawbeks’s compensation systems, based on legislative requirements; including to plan, organize, and evaluate the operations of human resources and develop and implement policies, programs and procedures regarding human resource planning, recruitment, training and development, occupation classification.
The Human Resources Manager position will also design, implement and oversee all aspects of Atikameksheng Anishnawbek’s salary and benefits structure; including to administrate pension and benefit obligations and entitlements. The Human Resources Manager will assist in the development of all First Nations staff, design appropriate policies to support and to comply with appropriate legislation.
The Human Resources Manager shall, in every aspect of their position:
Promote the Atikameksheng Anishnawbek’s Vision and Mission Statements
Maintain the level of professionalism expected by the Atikameksheng Anishnawbek as outlined through the Policies and Procedures manual
Uphold the ethics of their position and the Administrative Services Team
In addition, the Human Resources Manager shall:
Recruitment, Selection and Employment
Work with Directors/Managers in identifying and defining vacant position roles and responsibilities
To aid in the recruitment, interviewing and selection of the appropriate candidates for those positions
Coordinates internal and external recruitment activities as per Hiring Policy
Selects Hiring Committee members, trains new Hiring Committee members, schedule rooms, contacts candidates, prepare screening tool and interview questions, participates in the interview process, conducts reference checks, and prepares the briefing note that makes the recommendations to hire
Prepares employment package which includes; Letter of Offer; New Employee Form; Employment Agreement; Confidentiality Form; Group and Pension Benefits Application
Employee contract administration: prepare contracts for management; advise when they are up for renewal or termination
Conducts the Employee Orientation for all new full-time employees
Fills temporary casual and contract positions using the Job Board as requested
Identify all related costs of any position for the use of the department for budgeting purposes
The Human Resources Manager represents management and participates actively on various joint committees to maintain ongoing relations between management and employee
Advise and assist all Directors, Managers and Staff on the interpretation and administration policies and procedures including: the Human Resource Policy, the Hiring Policy, the Student Employment Policy, and on the Pension & Benefit Program
Provide advice to the Chief Executive Officer, Chief Financial Officer, and Chief and Council on relevant labour legislation including: the Canada Labour Code, Workplace Safety and Insurance Act, Pay Equity Act and the Canadian Human Rights Act
Conduct workplace investigations (misconduct, human rights, discrimination, personal harassment, sexual harassment, violence) and prepare written reports as directed;
Consult with the labour lawyer as required; provide mediation services if required
Act in the best interest of Atikameksheng Anishnawbek when reporting information on organizational activities with mediation session, tribunals, or external investigations
Assist by providing mediation services to management and employees
Training and Development
Organize and conduct employee information meetings on employment policy, benefits and compensation and participate actively on various joint committees
Develop a budget and process for training and professional development throughout the entire organization
Implement and follow up on all training and professional development programs
Organize and conduct Director and/or management training sessions and events
Assist in accessing funding resources for the training and development of employees through various government programs
Administer employee development and training programs to ensure all employee have basic training requirements of Atikameksheng Anishnawbek
Performance Management and Compensation
Develop, implement and oversee the employee performance management system to ensure employees are receiving prompt and efficient feedback on their duties
Advise Directors and Managers of upcoming probationary appraisals, and of any outstanding performance reviews
To ensure that all annual staff evaluations are completed
Through collaboration, provide advice and feedback to Directors and Managers on the approval of proposed salary increases
Oversee the classification and rating of occupations
Ensure that salary classifications are relevant to job classifications
Review and revise the compensation system, with the assistance of consultants if required
Design, implement and manage compensation and benefits practices remain equitable and competitive; evaluate and revise programs.
Manage benefit programs, such as dental, disability, life insurance and pension plans.
Manage outsourced programs and vendor/carrier relationships for compensation systems and benefit packages to ensure these programs are cost effective while meeting employee needs.
Lead the day to day administration of benefits as required
Coordinate, administrate and execute all pension and benefit related activities
Provide prompt and accurate answers to benefit and pension inquiries
Mediate between benefit carrier and employees to resolve claim and coverage issues.
Facilitate the benefit sign up and retirement with employees as required.
Draft and undertake an annual work plan for Human Resources Manager
Ensure all documentation is complete within personnel files; pension and benefit files; medical files and attendance files
Maintain the Human Resources Information System including set up (uploading personnel files), attendance management; training; and file notes
Maintain listing for company assets provided to employees in (e.g. laptop, cell phone etc.) in HRIS system
Implementation of new HRIS modules
Annually, have all staff complete: Criminal Reference Checks, Oaths of Confidentiality, Emergency Contact information, and allergy information
Administer the pension and benefits plan; enroll new staff; assist staff processing paperwork; resolve problems and issues; administer claims; work with agencies whom deal with long-term disability; review monthly reports
Conduct WSIB file administration including; file set up; completion of forms, responding to WSIB; return to work
Collect, sort and review timesheets and ensure all leave/overtime calculations are correct and ensure they balance to the HR Information System.
Enter payroll information on payroll control report (Excel document) and provide completed report to Accounting Clerk for processing
Enter approved payroll register (net pay) in the payroll control report
Provide a monthly human resources report to the Chief Executive Officer for a status update on services coordinated or delivered by Human Resources
Enure off-boarding employees return all items in the possession that belong to Atikameksheng
Coordinate with Finance to ensure off-boarding employees receive their record of employment
Ensure off-boarding employees are cancelled from the group benefit plan and all contributions for the pension plan have been submitted
Provide exit interview to employee and note their file if they are recommended for rehire
Conduct other duties as requested
Develop and/or amend policies (Human Resources, Hiring, etc..) in collaboration with the Directors for Chief and Council consideration
These policies may include, and are not limited to, legislative human rights and harassment
Ensure human resource policies are being followed. e.g.: Human Resources Policy, Hiring Policy
Assist directors and/or manager in all personnel issues including; disciplinary action, preparing personnel correspondence, and the termination of employees
Supervise, monitor, coach all staff in the area of personal professional growth
Attendance management: gather and key in all full-time employee timesheets, monitor and advise management of outstanding items including outstanding timesheets, medical documentation and appropriate request forms; prepare year to date attendance reports for staff; provide year end reports; advise directors and/or managers of potential problems
Provide recommendation and coordinate resolution procedures on HR issues/matters
Assist, provide support to or participate in the Joint Health & Safety Committee
The Human Resources Manager shall possess:
A diploma or degree in Human Resources Management or Business Administration, Commerce, Public Administration
A minimum of three (3) years of human resources or management work related experience
A designation as a Certified Human Resources Leader (C.H.R.L.) preferred
The Human Resources Manager shall be knowledgeable and possess skills or prior work experience in the following areas:

Microsoft Office suite
knowledge of Human Resources Information Systems software HRIS software in relation to ACCPAC
knowledge of the Atikameksheng Anishnawbek culture and traditions
