DESCRIPTION

Under the direction of the Senior Manager, the Manager Stress Testing Canadian P&C is responsible for the overall coordination and delivery of the finance component of the annual Enterprise Wide Stress Testing process (EWST) and the OSFI/CBA Macro Stress Testing process (MST) for Canadian P&C. In addition, the Manager prepares responses or materials relating to stress testing requests or questions from regulators or senior management. The Manager fosters and maintains strong relationships with colleagues spanning a diverse set of stakeholders (including Canadian P&C Finance, Central Financial Performance Management (FPM), Capital Management, Canadian P&C businesses, Enterprise Risk (ERPM), Treasury and Economics) coordinating the various information requests to ensure high quality materials are produced efficiently and within strict timelines. With support from the Senior Manager, the individual leads efforts to enhance quality, integration and efficiency of the Canadian P&C stress testing process and support s FPM. Operating in a collaborative manner with a strong governance framework, the Manager must be able to produce and synthesize analysis into key messages for stakeholders and senior executives.

KEY AREAS OF ACCOUNTABILITY

Business Delivery & Operational Effectiveness

Work closely with Canadian P&C Risk and Finance to ensure alignment in delivering reporting and analysis for the Enterprise Wide Stress Testing (EWST) and Macro Stress Testing (MST). Participate as a Canadian P&C finance representative on the Integrated Scenario Analysis working group chaired by ERPM.
Develop detailed documentation of stress scenarios for Canadian P&C with input from Finance, Risk, and Canadian P&C businesses.
Ensure consistency of methodology and approach across various stress testing deliverables
Work closely with other Canadian P&C Finance groups including planning and forecasting and revenue to ensure requirements for stress testing are built into quarterly and annual planning and forecasting requirements.
Work with Canadian P&C Finance teams including Revenue and Reporting teams to ensure process enhancements are being developed on a timely basis to meet stress testing requirements.
Prepare detailed responses to FPM/ERPM requests from OSFI related to EWST or MST. Ensure timely review by senior Finance executives.

Client & Relationship Management

Maintain relationships with FPM, Risk, Canadian P&C Business stakeholders and Canadian P&C Finance to ensure upcoming stress testing requirements are planned and communicated appropriately to ensure successful implementation.

Risk Management and Control

Ensure compliance with financial corporate governance requirements including policies, procedures, reporting requirements, performance metrics and internal controls.
Ensure adherence to all aspects of First Principles, Our Code of Business Conduct and Ethics Corporate Policy, as well as all applicable legislation, regulatory rules and requirements, and Bank standards, P&Ps for such things as potential conflicts of interest, safeguarding of customer information, trading in securities, anti-money laundering, privacy and disclosure of outside business activities.
Ensure strict confidentiality is maintained for both customer and Bank information to protect the customer and the Bank and to ensure compliance with Bank P&Ps.

Change & Innovation

Maintain an awareness of best practices to improve/refine processes that may increase productivity and/or correct any deficiencies.
Work closely with all stakeholders to ensure a continuous improvement mindset toward stress testing.
Ensure feedback from regulators is embedded in Canadian P&C stress testing processes.

While this role has no direct reports, it is critical to manage relationships across various stakeholder groups, as well as internally within Canadian P&C Finance
Align individual performance goals to team and organizational goals.

QUALIFICATIONS, KNOWLEDGE, SKILL

University Degree in Finance, Business, Economics, or equivalent
One of the following: CPA, MBA (Finance), CFA, or equivalent
5+ years of experience in Finance or banking group. Previous Stress Test experience is an asset
Good understanding of Bank structure, information systems, products and balance sheet
Working knowledge of Revenue and Funds Transfer Pricing framework is a strong asset
Knowledge of existing BMO financial systems an asset: BPC (planning/forecasting tool), Insight, Smartview/Essbase, etc.
Strong analytical skills and attention to detail
Ability to test assumptions and conclusions through scenario modeling
Strong verbal and written communication and interpersonal skills
Strong knowledge of MS Office Suite (Excel, PowerPoint, Word)
Strong relationship management skills and an ability to establish conducive working relationships with stakeholders across different business groups
Project management skills an asset
Demonstrated ability to take initiative, work independently and establish priorities
