By-Law Enforcement Officer/Meter Reader

Reporting to the Enforcement Division Lead, the By-Law Enforcement Officer/Meter Reader enhances
safety and protection to the general public in the City of Kenora by way of education and enforcement
of Municipal By-Laws and specific Provincial Statutes which in general restrict and/or protect property
rights within the City of Kenora. This position enforces the keeping of animals bylaw and maintains
management of the animal shelter, ensures enforcement of parking by-laws, property standards and
yard maintenance bylaws as well as other common bylaws that affect our lives as residents of the City.
This position responds to inquiries and complaints, and provides superior customer service. It is
imperative that these services be provided in an effective and efficient manner, enabling a high level of
customer service delivery. The By-law Enforcement Officer/Meter Reader provides coverage for the full
time water Meter Reader position.
Performs a variety of animal control functions, including but not limited to; apprehension,
capturing and control, investigation into reports of vicious animals, transportation of animals,
maintenance of shelter facility and animals within, dealing with deceased, dangerous or
diseased animals, etc.
Ensures compliance with provincial and municipal by-laws, in particular by-laws that regulate
parking, property standards, noise, zoning by conducting comprehensive investigations in
response to complaints, upon request, and as otherwise initiated; Reports findings and issues
orders when required;
Conducts and/or assists with investigations; collects evidence and commences prosecutions of
offenders when appropriate; Testifies as a witness in court. Interacts with the fire department,
law enforcement and other agency officials;
Issues and serves notices, summonses and orders; conducts follow-up inspections to ensure

out of the duties.
Provides coverage for the water Meter Reader position
Works safely in accordance with the Occupational Health and Safety Act.
Performs other duties as required.
Must have Grade 12 diploma or equivalent.
Municipal Law Enforcement course or diploma in Law and Security or equivalent post-secondary
Possess, or willing to obtain, certification as a Municipal law Enforcement Officer (or equivalent)
Thorough working knowledge of applicable Provincial legislation, Acts, applicable Municipal By-
laws, and enforcement procedures.
Attain successful completion of the Ontario Association of Property Standards Officer (OAPSO)
certification program leading to the Certified Property Standards Officer (CPSO) designation.
One year experience in handling animals and maintaining an animal shelter, would be
considered an asset.
Thorough working knowledge of applicable Federal and Provincial Acts (Animals for Research
Act, Animal Health Act, Dog Owners’ Liability Act, Provincial Animal Welfare Services Act,
Trespass to Property Act, Provincial Health Act, Occupational Health & Safety Act), health and
safety practices, applicable Municipal By-Laws and enforcement policies, procedures and
