Halifax Regional Municipality is inviting applications for the 18 month term position of Procurement Officer with Procurement, Finance and ICT. Under the direction of the Team Lead, Procurement Service Delivery and senior Procurement staff, the Procurement Officer is responsible for the full acquisition of goods and services required for HRM and its Agencies, Boards, and Commissions. Procurement Officers will specialize in commodities and processes in order to perform their jobs effectively and be able to provide expert advice and assistance to Procurement staff and client departments. The incumbent will have a direct impact on the timeliness and integrity of information recorded in HRM's financial system.

DUTIES AND RESPONSIBILITIES:
Collaborates with HRM staff, vendors, and technical experts in preparing specifications for quotations, tenders, and supply agreements in a clear and concise manner.
Utilizing sound procurement practices and following policy, prepares documentation and issues quotations for public bid. Evaluates responses and recommends award. Prepares contract with vendor and maintains contract after award, ensuring that all are kept current and complete.
Through experience, obtains a knowledge of the commodities assigned, and remains current with industry trends and new products and services which may benefit HRM.
Obtains quotations for emergency requests from departments.
Communicates procurement transactions to client departments and vendors.
Maintains assigned contracts, ensuring that all are kept current and complete.
Prepares purchase orders and related documents.
Collaborates with vendors and HRM staff to promote good relations, ensure vendor compliance with HRM's requirements, and minimize the total cost of purchases.
Monitors contracts and vendor performance and consults with vendors to implement corrective action when required.
Provides advice to clients regarding HRM Procurement policies and procedures.
Acts for other Procurement Officers as required during short-staff situations.
Contributes to team activities and goals, and continuous improvement initiatives.
May perform other related duties as assigned.

QUALIFICATIONS

Education and Experience:
Grade 12;
Recognized procurement designation or an equivalent combination of education and experience;
5 years of progressive procurement experience, with 2 years as a Procurement Officer or similar position;
Previous experience using SAP is considered an asset.

Technical/Job Specific Knowledge:
In-depth knowledge of sound procurement practices, including quotations;
Knowledge of HRM's Procurement Policy and processes is an asset;
Knowledge of computers in a Windows environment, plus intermediate skill using standard word-processing and spreadsheet applications.

WORK STATUS: Temporary, Full Time
HOURS OF WORK: Monday to Friday, 8:30am to 4:30pm. Some overtime may be required.
SALARY: $32.43 per hour, Level 7 as per the NSUPE 13 Collective Agreement
WORK LOCATION: 40 Alderney Drive, Dartmouth, NS
