British Columbia Rapid Transit Company Ltd. (BCRTC) maintains and operates two of Metro Vancouver’s three SkyTrain lines. SkyTrain is the first and one of the longest, fully-automated, driverless, rapid transit systems in the world. Both the SkyTrain lines operate out of BCRTC's Operations and Maintenance Centre in Burnaby, where more than 900 dedicated staff work in the areas of administration, engineering, elevator and escalator maintenance, field operations, vehicle maintenance, and wayside (station and guideway) maintenance.

Responsibilities

OVERALL PURPOSE:
Provides support to safety program, policy development and implementation. Provides general coordination and administrative support to the safety department. Liaises with the training department in the development of safety related training materials and ensures they are aligned with regulatory and safety program requirements. Provides communications for the programs and services provided by the Safety, Environment and Emergency Management department. Promotes the programs; responds to employee, management, and other internal or external stakeholder inquiries; and interpreting the policies, procedures and the collective agreement provisions Supports and coordinates the implementation of incident investigation and audit compliances. Provides support to managers and supervisors to facilitate the implementation of programs in different departments. Supports the development of the metrics to track and measure the program implementation. Provides feedback on program performance to relevant stakeholders; monitors the corrective actions.

MAJOR RESPONSIBILITIES:
1. Provides support to safety program, policy development and implementation by:

a) coordinating the implementation of the SMS, Safety Programs and Policies throughout BCRTC by overseeing the development of program processes and procedures;

b) participating in writing and modifying safety programs and policies as per the regulations, policies, standards and guidelines in support of the Safety Management Systems (SMS);

c) assisting advisors and senior advisors in identifying the gaps in existing practices, updating the procedures, manuals and tools to ensure proper alignment across the company;

d) coordinating work with management, supervisors and workers in creating, administration, implementation and updating of the Safety Policies and Programs and any proposed safety initiative; risk assessment, job hazard analysis, safe work practices, safe job procedures, inspection plans and trainings etc.

2. Provides general coordination and administrative support to the safety department by:

a) acting as the first point of contact for safety inquiries and incidents and coordinating the concerns for further assistance;

b) attending safety committee meetings as the Safety representative, providing assistance tocommittees. Assists in organizing and compiling reports or summaries on topics such as incidents and injuries, industrial hygiene concerns, and ergonomic issues for meetings;

c) coordinating safety activities including but not limited to safety committee meetings and activities, incident investigation and resolution, compliance audit;

d) providing analytical support to a range of safety activities, such as research, investigations, inspections, audits, data capture, data analysis, and the production of reports and statistics;

e) participating in field inspections, job observations, safety audits and other types of reviews for the purpose of monitoring compliance to safety requirements and identifying risks and provides suggestions for improvements.

f) conducting risk assessments and ergonomic assessments to prevent further injury or remove hazards and conduct follow up assessments to ensure effectiveness of the

recommendations;

g) creating and maintaining safety related documents including but not limited to incident data, safety concern, corrective actions, inspection records within applicable databases and all other types of information storage systems.

3. Liaises with the training department in the development of safety related training materials and ensures they are aligned with regulatory and safety program requirements. Provides communications for the programs and services provided by the Safety, Environment and Emergency Management department. Promotes the programs; responds to employee, management, and other internal or external stakeholder inquiries; and interpreting the policies, procedures and the collective agreement provisions.

4. Supports and coordinates the implementation of incident investigation and audit compliances by:

a) coordinating the implementation of corrective action and preventative measures to managers, supervisors and workers to minimize incidents and injuries;

b) coordinating and providing assistance to Safety Committees when reviewing accident/incident reports, advising on the priority of issues, applicable regulations and

corrective actions;

c) participating in the resolution of disputes arising out of safety issues by providing advice to managers, supervisors and workers;

d) assisting in the investigation and resolution of incidents including root-cause analysis, interviewing parties, taking photographs, and compiling data, reports and recommendations for resolution;

e) assisting in the audit of compliance records and all other safety data. Advises on the completeness of forms to departmental managers, supervisors and workers.

5. Provides support to managers and supervisors to facilitate the implementation of programs in different departments. Supports the development of the metrics to track and measure the program implementation. Provides feedback on program performance to relevant stakeholders; monitors the corrective actions.

6. Performs other related duties as assigned, such being items of a minor nature which do not affect the value of the job.

Qualifications

Education:
Requires completion of post-secondary diploma in Occupational health & safety.

Experience:
Requires 2 years of experience in implementation and administration of safety program and policy development. A further period of up to six (6) months on the job is required to become familiar with the existing systems and processes.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule

40 hours per week.

Rate of Pay

Salary: $31.50 per hour.
