Reporting to the Manager, Community Initiatives, the project manager will provide strategic and operational expertise in public engagement, research, policy and action planning aimed at understanding discrimination and addressing the rise of hate incidents in Hamilton. The project manager will apply inclusion and equity lens to project process by ensuring effective community consultation is conducted with equity-seeking groups, faith-based organizations, ethno-cultural networks and marginalized communities. The position will lead and support relevant project teams, conduct research, produce reports, facilitate workshops and perform other related tasks to meet project outcomes.


Perform key project management functions such as coordinating, organizing, monitoring, and controlling project components such as meeting planning, workshop facilitation and public engagement.

Conduct comparative policy analysis, identify key gaps and regularly present research findings and frameworks that foster better understanding of racism, discrimination, biases, hate and oppression in the community.

Research, liaise and maintain relationships with a variety of external partners such as key community advocacy groups, relevant organizations, post-secondary institutions, municipalities and key stakeholders

Administer a cross-departmental staff table, which includes Facilities, Recreation, Legal Services, Human Resources, Corporate Security, City Manager’s Office and other relevant Divisions. Incumbent will facilitate relevant meetings, track actions and report on project progress.

Support project consultant and staff to plan public workshops within the broader Hamilton community, including meeting booking, availability for locational support and providing other engagement facilitations as required. Track and monitor program-related budgets and third-party invoices.

Track and maintain all Council recommendations and motions relating to the project. Liaise with the Clerk’s office as required and support Council reporting process

Contribute research and policy contents to bolster staff reports, and be comfortable to provide feedback, answer questions or expand on any research findings as required to support staff presentations at Council

Track trends and online reporting systems relating to racism, discrimination and hate reporting, and build on community knowledge to support similar directions for the city

Work independently, with minimal or no supervision, on multiple priorities and ensure deadlines are adhered to and established procedures are followed.

Perform other duties as assigned which are directly or indirectly related to position responsibilities.


1. University Degree or College Diploma in social sciences, project management, public policy, human services, planning or a combination of equivalent education and related work experience.

2. Proven knowledge of project management approaches through direct work experience. Demonstrated success in leading project teams or as a key member of large or fast-paced project teams. Must have demonstrated accuracy in planning and organizational skills.

3. Demonstrated understanding and ability to work with various community organizations, partners, residents and other key community stakeholders is required. Direct work experience with equity-seeking groups and racialized communities will be considered as an asset.

4. Strong understanding of community issues, trends and other relevant social determinants of health. Experience in issues such as racism, discrimination, biases, intolerance and hate incidents will be considered as an asset.

5. Excellent people skills and an ability to build and manage relationships with people at all levels, including leadership, front-line and cross-departmental staff

6. Ability to manage third-party vendors, track project progress, monitor deliverables and administer invoicing processes and payments. Ability to keep track and report on project budget

7. Demonstrated experience in writing, coordination and preparation of reports. Ability to write professionally as a researcher or project manager on key research or project initiatives.

8. Superior skills in verbal and written communication, delivering presentations, and interpersonal communication. Must be proficient in the use of Microsoft Office Suite products such as Outlook, Word, PowerPoint and Excel.

9. Must possess excellent interpersonal skills to relate respectfully and thoughtfully with staff, community stakeholders and the general public with a pleasant attitude and professionalism.
