The work schedule for this position is:
Full Time (40 hours per week)
Candidate must be able to begin working within a reasonable period of time (Three weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Basic function of the position:
Under the supervision of Management Officer performs all personnel work to administer the American and Locally Employed Staff Human Resources Program at post. Also, the position is responsible for managing Foreign Student Intern Program in Toronto. Serves as back-up Class B Cashier at post.
Qualifications and Evaluations
Minimum of three years of progressively responsible experience in human resources management is required. At least two years of experience with a Department of State is required.
Excellent knowledge of US Government Recruitment Policy, EFM Employment Handbook, US Government Foreign Affairs Manual, Personal Service Agreement (PSA) guidelines, T&A guidelines and other related United States Government (USG) policies and procedures is required. Good working knowledge of Canadian HR practices and policies is required. Excellent knowledge of computer software programs are required. Excellent knowledge of Cashiering guidelines and regulations is required.
At least two years of full-time post-secondary study (or the equivalent hours spread across a part-time study period) at college or university is required.
Fluent speaking, reading, and writing in English.
SKILLS AND ABILITIES:
Incumbent must have excellent oral and written communication skills. Must be able to communicate effectively with all levels of clientele. Must have good interpersonal, organizational and liaison skills. Must be able to handle issues with tact and sensitivity. Must have ability to proofread work to detect errors. Data entry skills are required. Application screening skills are required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
