Job Summary

The Specialist, Data Governance and Quality is responsible for the implementation of data governance and quality at CN in the context of a project or support to a business area. The incumbent works between both practices, using the best tools in the market to support the foundation of an enterprise data governance and quality framework. The purpose of data governance at CN is to ensure via data definitions, policies, standards, rules, roles and responsibilities that information is managed as a strategic business asset in the same manner as the tangible rail equipment. It is complemented with the discipline of data quality management, which ensures that data is "fit for its purpose" in the context of existing business operations, analytics and digital business scenarios.

Main Responsibilities
Data Quality Management

Data Discovery

Profile data sets and make use of data visualization, quality and Structured Query Language (SQL) tools
Identify and document data quality issues
Prepare data quality assessments with recommendations for high quality data
Work with subject-matter experts (SMEs) to determine root causes and business impacts of data quality issues, assessing existing data rules and responsibilities
Collaborate with information architects to elaborate source-target data mappings and data migration strategies
Collaborate with solution architects to analyze and document data flows and integration specifications

Data Improvement: Data Quality Rules Definition and Enforcement

Design data quality rules (DQRs) using data defects, business rules and data governance policies
Maintain enterprise DQRs catalogue
Collaborate with business leads and users to identify and validate that data quality requirements are complete, consistent and achievable; and ensure decisions are documented
Collaborate with data governance to define the enforcement of DQRs within the organization
Collaborate with internal and external software delivery teams to implement and deploy DQRs

Data Quality Monitoring

Design data quality metrics and scorecards
Design and build data quality monitoring dashboards
Collaborate with data governance to define monitoring frequency and ownership
Participate in data defects root-cause analysis with business users and data governance
Data Governance

Support Implementation Data Governance Framework

Carry out enterprise data glossary launch
Contribute to the construction and maintenance of data stewardship network by onboarding Data Stewards, Owners and SMEs
Support training activities for Data Governance tool (Axon)
Support data classification in a secure and private context and help prioritize risks with Data Stewards, Owners and SMEs
Develop standards, policies and procedures to support the creation of data governance policy and provide technical assurance for its ongoing implementation
Help establish best practises and ownership of the corporate taxonomy and ontology, and develop rules for their use

Elaborate Data Readiness Assessments

Determine data criticality in the context of identified business processes
Integrate data quality results in the Data Readiness Assessment
Recommend which data policies, rules, responsibilities and data management processes should be implemented or changed
Continuous Improvement and Support
Participate in the scoping and estimation of project efforts, risks identification and mitigation measures recommendations
Communicate activity status and provide timely notification and escalation of possible issues to the Project Manager
Support the presentation data governance and quality practice to Project Sponsors and other stakeholders as well as guide them on their roles and responsibilities
Partner with Business and IT Stewards to drive continuous improvement of data management capabilities, practises and outcomes
Working Conditions

The role has standard working conditions in an office environment with a regular workweek of 40 hours from Monday to Friday. The role allows remote work from home.

Requirements
Experience

Relevant Work Experience

Between 5 to 7 years of experience in data quality or governance projects
Experience with various data profiling and quality assessment techniques
Experience with various aspects of Information Management at the enterprise level (data governance, data quality, master data management, information life cycle, etc.)
Experience with business intelligence, data warehousing, relational database and other data structures
Experience with data mapping, flows and cleansing
Experience with TOAD or similar database management tool*
Experience with Qlik View or similar data visualization tool*
Experience with Informatica Data Quality Analyst or similar data profiling tool*
Experience with Informatica Data Quality Developer or similar ETL tool*
Experience with Axon Informatica Data Governance or similar Data Governance tool*
Experience with Informatica Enterprise Data Cataloguing or similar cataloguing tool*

  • Any experience for these above would be considered as an asset
Education/Certification/Designation
Bachelor's Degree in Computer Science, Information Systems, or equivalent
