Job Summary:
Reporting to the Senior Manager of Infrastructure, this position will be responsible for:

Management of the Environmental Services Department’s Water & Wastewater Section.
Ensure that the water distribution network and wastewater collection infrastructure are in good state of repair.
Provide visible and positive leadership to staff consistent with the commitments of the City’s goals.
Manage/ Co-ordinate with Alecta Utilities to ensure that the services are provided in a timely manner per contract requirements
Manage the water and wastewater billing complaints efficiently by implementing the established processes on high water consumption, estimated/ zero reads and analyze the monthly reports.
Provide direction to staff and lead the project team undertaking the coordination and administration of the planning and programming activities related to the annual Capital Works Program.
Conduct appropriate studies to develop engineering programs from initiation including preparation of Request for Proposals and Request for Tender.
Assist Manager, Capital Planning in preparing capital works programs for water main and sanitary sewer upgrades/ repair/ replacement/ rehabilitation projects.
Monitoring/ tracking compliance with Sustainable Water & Sewer Act (Bill 175).

Key Duties and Responsibilities:
Manage Environmental Services Department’s Water & Wastewater Section and ensure that the water distribution network and wastewater collection infrastructure are in good state of repair.
Provide visible and positive leadership to staff consistent with the commitments of the City’s goals, developing and nurturing a work environment that is inclusive, respectful and motivating staff.
Conduct appropriate studies to develop engineering programs from initiation including preparation of Request for Proposals and Request for Tender.
Prepare water & wastewater capital budgets, longer-term forecasts and financial plans in consultation with Manager, Capital Planning and Finance staff.
Manage/ Co-ordinate with Alecta Utilities to ensure that the services are provided in a timely manner per contract requirements
Manage the water and wastewater billing complaints efficiently by implementing the established processes on high water consumption, estimated/ zero reads and analyze the monthly reports
Assist Manager - Capital Planning in preparing capital works programs for water system and sanitary sewer upgrades/ repair/ replacement/ rehabilitation projects.
Administers the approved budgets including authorization of expenditures and contributes to Waterworks business planning.
Respond to inquiries from residents, businesses, engineering consultants, contractors/ suppliers, internal departments and other levels of government/agencies.
Review and evaluate Section’s administrative processes and operational/ quality assurance programs with a view to benchmarking productivity, streamlining/ updating toward “best practice” model, fostering excellence in customer service, and assuring system reliability and water quality.
Ensure provisions of the Environmental Assessment Act are adhered to as well as all Federal, Provincial and Municipal legislative requirements including the Occupational Health and Safety Act.
Participate as a member of Department’s management team contributing to the development of plans to maintain accreditation requirements for system licensing; provide input on departmental/ commission planning and strategic initiatives.
Assure compliance with system licensing requirements under the DWQMS specifically as related to assurance of water quality and QMS Elements 1, 2, 3, 5, 13, 14, 15, 19, 20, and 21.
Participate in internal DWQMS Audit as an Internal Auditor.
Prepare reports, make presentations to Senior Staff, Council / Committees, and represent the department in public meetings and information sessions.
Represent the City’s interest on intergovernmental committees, public meetings, developers, and task forces.
Support Senior Manager Infrastructure in all matters involving the section.
Other duties as assigned.

Requirements

Licence as a professional Engineer (P. Eng.) with Professional Engineers of Ontario (PEO).
Minimum 7 years of experience in project management, water and wastewater infrastructure condition assessment, rehabilitation/ replacement works.
Project Management Professional (PMP) certification will be as asset.
Extensive experience in water distribution and wastewater collection system construction and rehabilitation projects.
Excellent interpersonal, project/ time management, organizational, analytical, written and oral communication, work prioritization, financial, problem-solving, and staff leadership and supervisory skills.
Ability to build strong and enthusiastic staff teams and internal/ external alliances/ partnerships: to align water & wastewater capital infrastructure programs with legislative/ regulatory compliance and departmental/ commission and corporate goals and objectives; to champion the vision, mission and values of the municipality; to foster and contribute to a positive, productive, customer service- orientated work environment; and to deal courteously and effectively with all contacts

Thorough working knowledge of:
Sustainable Water & Sewage Systems Act,
Occupational Health and Safety Act/ Construction Regulations, and other relevant legislation/regulations/ guidelines,
Water distribution and wastewater collection systems construction/ rehabilitation/materials standards and best practices,
Project management principles/ techniques, contract administration and contractor supervision,
Excellent customer service, teamwork and oral and written communication skills;
Well-developed computer skills and proficiency in utilizing spreadsheets, word processing, database and presentation software;
Valid Ontario Class “G” driver’s licence and reliable vehicle to use on corporate business;
Ability to work outside normal hours, as required.
