Provide advice and guidance on matters related to the work program activities of the department in the various specialized technical groups, as assigned, pertaining to the design, commissioning, operation, maintenance, and regulatory compliance of the Advanced Metering Infrastructure (AMI) system and MSP/PQ metering.
Participate in developing standards and procedures, maintaining liaison with suppliers and other external organizations and cooperate with field, business, and IT personnel during emergency break-downs and problems of a highly technical nature.
Conduct operations research, technical/economic/environmental/business/regulatory impact assessments and other specialized studies to determine customer/system needs; analyze problems and develop strategies, alternatives and preferred solution; and deliver solutions through suppliers and service providers.
Develop, define and prepare programs, processes, standards, procedures or methods related to the management of AMI and MSP/PQ assets.
Prepare business cases and other formal documents.
Prepare work specifications and contracts.
Monitor programs and projects.
Coordinate activities with service providers.
Provide advice and guidance on matters pertaining to the design, commissioning, operation, maintenance, and regulatory compliance of the Advanced Metering Infrastructure (AMI) system and IESO metering.
Receive assignment and directions from Supervisor on specific problems related to assigned areas of work.
Obtain all necessary data for problem solving, including reports on condition of equipment, carrying out site investigation, reviewing design features of equipment, evaluation of maintenance repair and rehabilitation methods, availability of equipment and materials and the like.
Meet with appropriate personnel to discuss the various features, matters of concern and reach mutual understanding as to the requirements.
Develop recommendations, discuss with assignment originator and produce the necessary documentation to record and substantiate findings.
Develop, document and maintain detailed technical knowledge of AMI, MSP/PQ equipment, systems, processes, their interfaces, and telecommunication networks.
Understand the functional and business impacts of these systems and their role in Hydro One as a whole.
Participate in the development, interpretation and implementation of requirements, standards, specifications and procedures for commissioning, operating and maintaining AMI, MSP/PQ equipment and systems.
Study equipment and systems, discuss with appropriate personnel, suppliers' representatives and others as considered necessary.
Develop and recommend standards, specifications and procedures that will meet Hydro One requirements.
Incorporate changes suggested by Supervisor and senior personnel and prepare documentation for inclusion in manuals.
Interpret the intent to field personnel and participate in the implementation.
Liaise with suppliers of services and equipment, including tools and test equipment, with consultants, contractors and government agencies to discuss advantages of new equipment and systems.
Arrange for services to be provided or discuss work in progress or to clarify rules and regulations pertaining to the installation of new equipment and services and reach a mutual understanding in areas of concern.
Keep Supervisor informed of progress and action and compile all supporting data for information purposes.
Assist directly in field work in emergency situations or when work of an unusual highly technical nature is involved.
Visit field locations and participate as necessary to restore to normal operation.
Supervise field staff as required to obtain desired results.
Perform special studies; such as, investigating new or existing equipment or maintenance problems, assembling and verifying technical data, reviewing past occurrences and circumstances and reporting finding to Supervisor.
Supervise others on loan to assist in work assignments.
Review specifications and evaluate tenders for new equipment, installations, services and the like and submit findings to assignment originator for their consideration and action.
Assist Supervisor in the planning and coordination of work programs and development of the annual budget for the section.
Analyze costs, labour and material items and provide explanations relating to variances.
Periodically, as directed, supervise professional and technical staff.
Allocate assignments, provide instructions and check work progress and accuracy.
Provide technical guidance as required, assist in resolution of work problems and train new staff in job responsibilities.
Mentor and coach junior staff, assisting in their professional development.
Develop and prepare courses, as assigned, at AMI facilities for field personnel to maintain standards and improve efficiency.
Represent the department, as assigned, on internal and external committees and projects.
Participate in discussion as a subject matter expert and elaborate department's view- point and requirements.
Keep Supervisor advised of results of such committees' decisions.
As required act as the project coordinator where multiple staff are required, ensuring resource availability and timelines meet the needs of both the department and project.
Maintain an awareness and compliance of applicable regulatory and market rules defined by parties such as OEB, Measurement Canada, Industry Canada and IESO.
Maintain an awareness of advancing technology in the field of AMI, MSP/PQ and utilize such knowledge in assigned work areas.
Perform other duties as required.
Requires a knowledge of electrical, electronic, and radio frequency theory, telecommunication and software systems to participate in specific phases of the work program pertaining to the operation and maintenance of the AMI, MSP/PQ systems.
Requires a knowledge of statistical analysis and databases to perform analytics on AMI equipment and systems.
Requires a knowledge of technical writing to prepare clear, concise effective reports.
This knowledge is considered to be normally acquired in and equivalent to a four-year university education in an appropriate field; such as, electrical engineering.
Requires experience in the electrical utility or AMI field to be familiar with the general operation of the power and metering systems , its organization structure and to establish a broad base of contacts.
Requires experience in various sections of the department, including some field experience, to be familiar with the nature of studies and investigations carried out, the various types of equipment and services utilized, the location and characteristics of such equipment and the problems encountered.
Requires experience to be familiar with the organization, lines of responsibility, departmental programs, internal and external contacts and to become generally familiar with the duties involved.
Difficulties are often encountered when investigating problems associated with the design, commissioning, operation and maintenance of AMI, MSP/PQ equipment and systems, developing maintenance standards and procedures or while assisting in assigned phases of special studies.
Requires gathering and assessing all available data, visiting site to carry out investigation, as necessary, consulting with concerned personnel, considering the various features and contributing factors, referring to past similar conditions or circumstances and applying theoretical knowledge, mathematical techniques and sound economic principles, devising solutions to overcome or alleviate the problems.
As subject matter experts, areas that require new work programs or assignments will be identified and developed independently.
Plan and carry out assignments, referring to designated personnel for assistance on difficulties not often encountered or for approval to deviate from or modify the approved program.
Check of work is provided through the requirement to submit reports, conclusions and recommendations for approval and progress is measured through training and development reviews.
Requires periodically assigning work, providing advice and guidance and checking work upon completion to junior personnel, personnel on loan during emergency situations or while attending to work of a highly technical nature.
Mentor and coach junior staff, assisting in their professional development.
Requires contact with internal personnel to collaborate on joint investigation technical, business and regulatory issues and to discuss modifications to AMI, MSP/PQ equipment and systems to resolve problems of mutual concern.
Requires providing advice and guidance on the interpretations and application of standards and procedures for commissioning and maintenance programs for AMI, MSP/PQ equipment and systems.
Requires working with suppliers of services, systems and equipment, consultants, contractors and government agencies to discuss and resolve problem areas associated with new equipment, installations and rules and regulations pertaining thereto and reaching agreement on requirements or modifications necessary to ensure a safe, efficient and feasible maintenance operation.
Requires visiting field locations to provide advice and guidance or to participate in problems of a highly technical nature or in emergency situations involving occasional exposure to electrical and highway travel hazards and absence from home for approximately four to six nights per year.
Requires working in electrical laboratory environments for testing and validation of AMI equipment.
