CONTRACTS MANAGER, NEW HOME CONSTRUCTION – WASAGA BEACH, ON

Under the general direction of the Construction Manager, the Contracts Manager leads, manages and is accountable for estimating, budgeting, contracting and procurement for the home construction team.
You will be working daily with Superintendents, construction coordinators, a centralized finance & accounting department, outside vendors and trade partners.

You will be supervising a team, while managing trade partner and supplier relationships.

What you bring to the table:
You have a proven track record in low-rise residential construction with 8-10 years experience, including estimation, job scoping, contract negotiation, and strategic trades management. A keen interest in building science suggests you understand the future of homebuilding. Sound analytic skills will assist your work to dig deep in job cost reporting and variance review. Advanced knowledge in construction management will support your work on with creation of pre-construction job packages, routing and processing.

You are an experienced software user that can process data and communicate effectively. Ideally, you also have a university or college education in architectural/construction technology or construction management.

What you will be doing:
Estimating / Budgeting

Produce and maintain base budgets (direct construction costs) per model type for each project;
Maintain Options & Upgrades Library - both the costs and offering;
Conduct RFPs for construction trades, review, qualify and contract with trade partners and suppliers;
Negotiate prices, including terms and model home discounts, with all trade partners and participate in negotiation of rebates from manufacturers and trade partners;
Solicit quotations from outside trades on a routine basis to confirm competitive rates and contracts as well as ‘build’ a robust trade/supplier roster;
Maintain and monitor master trade contracts with all trades, suppliers and vendors and conduct quarterly reviews with senior Development and Construction management and make recommendations on proposed changes to existing trades and status on preferred supplier list;
Maintain accurate standard specifications and scopes of work for each trade partner;
Ensure Health & Safety documents and protocols are completed and up to date;
Establish standard operating procedures for contracting/procurement, monitor effectiveness and make improvements to those procedures;
Manage department's resources, including budget;
Address account issues with vendors when necessary.

Management / Mentorship

Lead, manage and be accountable for your team; this mentoring and professional development;
Take direct actions re: non-performing trade contractors from time to time;
Train personnel in the principles of customer service and ongoing service delivery;
Communicate and project the “I am Parkbridge” attitude to all customers and employees through all forms of communication (writing, verbal, appearance);
Conduct personnel growth reviews (quarterly) for all members of your team;
Conduct weekly team meetings with a focus on resource scheduling, permits and purchase orders, scheduling and review of the excavation schedule to ensure a positive impact to the overall construction schedule;
Attend and participate in regular management meetings

How you will fulfill the role:
Conduct budget reviews on a monthly basis for the purposes of supporting residential retail pricing reviews;
Produce weekly margin contribution reports for jobs sold or spec homes released the prior week;
Maintain costing files for each trade partner through the development and maintenance of a costing library;
Participate in corporate budgeting program;
Participate in design reviews with the goal to minimize budget variances, identify gaps in scopes of work, and avoid repetitive errors;
Monitor variance purchase orders with goal to reduce cost slippage;
Monitor bulletins from suppliers and maintain communication with trade partners to ensure offering in design/presentation centre remains current;
Continually research for innovative products, techniques, while monitoring trends and changes in the home building industry;
Provide strong, consistent support to Superintendents, Construction Manager and Production Team.

Key measurables for accountability:
Ensuring completed Parkbridge standard Trade Contract for all trades at a project;
Ensuring the construction costs are estimated/tendered on a timely and efficient basis for the Revenue Workbook for each construction project and phase;
Ensuring building specifications are in and upgrades are costed
Achieving improvements in (a) direct cost per square foot, (b) direct construction costs to sales revenue (or sales price) ratio, (c) job cost variances from budget and estimating;
Warranty quality from trades is maximized and trades/site supervisors are held accountable – measurements will be (a) number of PDI items/house, number of warranty items after house closing, and (c) [Number of Variance Purchase Orders written per job (average) for period
Timely completion of quarterly growth reviews;
Timeliness of purchase order issuance.
Job start schedule adherence
Adherence to department's overhead expense budget.
