About the job

As an Manager, Contracting and E-Business, you will be asked to:

Manage, plan, execute and control centralized procurement and life cycle management activities through the Centre of Professional Services for Regional Contracting for all Canada Revenue Agency (CRA) regional offices business requirements. Direct the supply chain management life cycle activities and services (e.g. e-business, asset management, and/or disposal of assets) for the Quebec region.

Plans, leads, and monitors activities related to the provision of goods and services and assets management through traditional methods or through the use of Administration Directorate (AD) e-Business tools.
Provides expert guidance and services for internal and external clients, managers and staff in contracting and e-Business.
Acts as a senior advisor to CRA senior management; represents the Agency at meeting with stakeholders to discuss policies, government-wide issues and initiatives.
Directs the unit’s financial, materiel and human resources, determining goals, priorities and deadlines, developing work methodologies and standards, and establishing service levels with clients.

Employees of the Canada Revenue Agency (CRA) and Federal public service employees in organizations found under Schedules I, IV and V of the Financial Administration Act who work or occupy a position in the Greater Montreal area.

Please note that this process will be used to staff position in the Western Quebec Tax Serivces Office (WQTSO), Laval site (3400, Jean-Béraud Avenue, Laval (Qc) H7T 2Z2) only. Virtual reporting is not possible.

Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Essential staffing requirements

To be eligible, you must meet the following requirements :

Successful completion of a secondary school diploma or CRA-approved alternatives*

  • CRA-approved alternatives to a secondary school diploma include:
a satisfactory score on the CRA-approved test (General Intelligence Test – GIT 320 – Pass mark 80); or
an acceptable combination of education, training and/or experience.

Acquired rights

Permanent incumbents of the MG group who, on January 8, 2004, did not have a secondary school diploma or meet the CRA-approved alternative criteria, are deemed to possess the minimum education standard only for positions whose educational standard is a secondary school diploma or a CRA-approved alternative.


Possess a work experience* in procurement and/or experience in e-commerce in the procurement sector AND have at least one of the following experiences:
Experience* in managing the procurement of professional goods and services;
Experience* in preparing competitive requests and negotiating sole-source contracts;
Experience* in evaluating procurement file proposals;
Experience* in conducting compliance reviews and monitoring role reviews for procurement files.


Possess an experience* working in team management AND have at least one of the following experiences:
Experience related to planning, budgeting for human resources and/or financial resources at the CRA;
Experience related to performance management at CRA;
Experience* in making recommendations and providing advice to senior officials (Deputy Director level and higher) in relation to procurement strategies.
coordinating of CRA national, regional or local programs
Leading CRA projects at the national, regional or local level;
Leadership experience acquired through assignments in a leadership development program recognized by the CRA.

  • Experience is normally associated with the performance of these duties as part of the main tasks performed over a cumulative period of 36 months over the last 4 years.

Two standardized tests will be used to assess 5 competencies:
Work Approach and Behaviour Test (WABT) and the multiple choice Holo-Com In-Basket exercise (HCC-IB). The competencies assessed are:

Mobilize people (WABT and HCC-IB)
Achieve results(WABT and HCC-IB)
Collaborate with partners and stakeholders (WABT)
Promote innovation and guide change (WABT)

We may limit the number of candidates to be considered further in this staffing process by using a top-down approach to select candidates with the best results achieved on the WABT and HCC-IB.
