Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Third Party and Agreements Office is seeking multiple Managers, Permits, Licenses and Approvals (PLA) to provide subject matter expertise, and strategic assistance to Project Delivery Teams (functional requirement area of permits, licenses and approvals) necessary for the delivery of capital infrastructure projects within CPG. Manages and maintains the overall health of internal and external relationships with relevant partners and government groups (senior municipal and agency staff).
Works closely with various municipalities and agencies at the Senior Management level to ensure delivery of project PLAs in a timely manner.
Manages a team of Senior Advisors to ensure Project Delivery Teams are adequately supported.
Develops and manages plans, for a one to three year horizon for permits, licenses and approvals; to align with overall long term strategies and vision as well as ensure successful completion and coordination of efforts for Rapid Transit (RT), GO Expansion projects and the Subways program by:
Developing strategies that enable the effective coordination with municipal, and/or transit consortium representatives to secure permits and approvals critical to the progress and timely completion of projects
Overseeing the administration, tracking and reporting of all interactions with relevant permits, licenses and approvals stakeholders across projects
Reviewing PLA plans from project teams and developing strategies to ensure consistency in PLA acquisition across all projects
Cultivates and actively manages relationships with management/staff across multiple external stakeholder groups together with government parties (e.g. Ministry of Transportation, Infrastructure Ontario, municipalities) to facilitate the execution of CPG project objectives and promote the public reputation of Metrolinx;
Assists with risk mitigation strategies to ensure compliance with Metrolinx policies and procedures, design and schedule requirements and to manage Metrolinx’ liability throughout the lifecycle of projects.

Minimum eight (8) years of experience in progressively more responsible roles within a municipal planning, building, construction and/or engineering environment. Thorough knowledge of third party permits and approvals required for transit infrastructure projects.
Completion of a degree in planning, engineering, applied science, business, legal or a related discipline
Knowledge of Building Code, City of Toronto Act, Planning Act, Metrolinx Act, Municipal Code, Ontario Water Resources Act
Knowledge of railway corridor infrastructure and related construction projects
Posesses a thorough understanding of theoretical and practical applications of professional principles; exercises substantial decision making latitude to achieve broad objectives
Risk assessment methods to identify permits-related planning and timelines issues across all projects in order to avoid punitive (e.g. financial, time, reputation) damages
Negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative internal relationships that facilitate the accomplishment of the Third Party and Agreements Group’s objectives
Political acuity to be aware of issues, processes and outcomes as they impact the organization’s strategic directions and reputation
RPP, P.Eng or PMP designation would be an asset
