Reporting to the Commissioner of Community and Fire Services, the Fire Chief will provide visionary and strategic leadership to the 275 staff of the Fire and Emergency Services Department. The Fire Chief is accountable for a $40M operating and capital budget. With an innovative and modern approach, the Fire Chief will set clear goals for the future and lead change, while managing risk, challenging the status quo, supporting best practices and ensuring that a cost-effective service model is in place. Engaging, inspiring and developing staff is a key priority as is building internal and external partnerships and on the ground visibility in the community.
Supported by two Deputy Fire Chiefs, the Fire Chief directs suppression (4 platoons, 9 fire stations), communications, training, prevention/education, mechanical and administration divisions, and is responsible for long term strategic planning, budgeting, health & safety, legislative compliance, and providing regular reports to Council. In addition, the Fire Chief contributes to the overall emergency preparedness of the City. As part of the Commission’s Senior Management Team, the Fire Chief collaborates with colleagues to advance the strategic objectives of the organization.
The Fire Chief will initiate opportunities to enhance services using business case analytics and will ensure the stewardship of the Master Fire Plan to meet the needs of a growing and increasingly complex municipality. The Fire Chief will be a high profile, visible municipal leader, with excellent communications skills willing to challenge the status quo and foster innovation creating a collegial and high performance team. Citizen engagement opportunities will be advanced through stakeholder outreach and exceptional public education and prevention strategies. It will be critically important that the Fire Chief is a collaborator that develops partnerships with other urban municipal fire services to leverage a variety of opportunities that advance public safety and ensure value for Markham residents, businesses and other stakeholders.
Candidates must have excelled in the leadership of a large fire services organization/division at the Chief or Deputy Chief level with at least 10 or more years of senior leadership and administration. Very strong communication, negotiation, influencing, business acumen and conflict resolution skills are required as well as a solutions orientation, an appreciation for diversity and inclusion, and the ability to develop effective internal and external relationships. A university degree or college diploma in Fire Service is required and a Fire Chief Officer Designation is preferred.
