Work Environment:
The Information and Innovation Solutions (IIS) is part of a Common Administrative Service that supports both organizations NSERC and SSHRC. The Enterprise Architect will report directly to the Deputy Chief Information Officer (DCIO). The DCIO has been given a strong mandate to transition the IIS organization from a legacy operational environment to a strategic technology partner who provides innovative solutions, integrations with third party solutions and/or partners and delivers a state of the art user experience to our internal and external stakeholders. As the Enterprise Architect, you will play a key role in fulfilling that mandate. Intent of the process:
The intent of this advertisement is to establish a pool of partially qualified and qualified candidates that may be used to staff a determinate or indeterminate position within the Information and Innovation Solutions Division (IIS) over the next 24 months, following the results of the competition.

The pool could be used to offer assignments, secondments, deployments, or Interchange Canada Program opportunities.

Candidates must meet the essential qualifications (education and experience) to be appointed to the position.

Candidates will be required to provide proof of education, either a diploma or an official transcript.

A written examination and an interview may be administered.

Job Summary

The Enterprise Architect’s (EA) provides the expert technical advice to clients on the evolving state of the Agency’s IT architecture needs, ensures that the respective business, application, data and technology perspectives are in line with the Agency’s technology and governance strategies, policies, standards. Recommends and provides technical changes to IT architectural frameworks, plans, and designs for the Agency and external partner organizations.

The EA is responsible for the creation, maintenance and management of IT architecture models and their lower level components. The EA is required to interpret, use and apply information contained within IT architecture to inform on a range of business improvement activities. The incumbent is expected to ensure that the overall architecture is maintained in a coherent manner and that appropriate considerations are made for its security and quality.

Statement of Qualifications
Education

Foreign Credential Validation against Canadian Standards

Graduation from a recognized university or successful completion of two years of post-secondary educational program in computer science, information technology or in a field of study relevant to the position being staffed, or an acceptable combination of education, training or experience.

Asset - Education
Masters in computer science, business administration or another field relevant to the position being staffed.
Enterprise Architecture certification (TOGAF, Zachman…).

Experience

Experience in the preparation and presentation of business cases (problem statements/opportunities, expected benefits, proposed solutions, risks, etc.) and recommendations to address a wide-array of complex business and IM-IT issues to senior management;
Experience in developing, implementing and maintaining architectures, frameworks and strategies for enterprise architecture components (business, information/data, application, technology, etc.);
Experience in conducting organizational and environmental research and analysis to identify solutions and needed corrective actions to best meet business needs;
Experience in promoting enterprise architectural concepts as well as developing communications and training strategies;
Experience in building partnerships with internal and external stakeholders on IM/IT products or services and working collaboratively with and through others at all levels in an organization;
Experience in the management of strategic and corporate planning cycles to produce proposed investments and operating plans that will meet strategic objectives, outcomes and organizational mandates.

Knowledge

Knowledge of the Government of Canada’s digital strategy, principles and practices;
Knowledge is needed of the theories, principles, practices of computer science and enterprise architecture;
Knowledge is required of applications development, of IT systems and of technology platforms and architectures;
Knowledge is needed of IT standards and plans development, architecture development and implementation;
Knowledge is required of information technology, information management and data management;
Knowledge is needed of research skills and techniques;
Knowledge is required of strategic planning; and of negotiation techniques and skills;
Knowledge is needed of project management techniques and skills.
