Job Summary

The Technical Manager is part of the TXM Product Development team providing supervision and motivation to application developers to build a culture conducive to rapid, high quality development cycles and operational support. The successful candidate must be technically proficient in all phases of the development life cycle, yet savvy enough to interface with non-technical stakeholders to achieve results and meet common project goals. The candidate must be one that thrives in a fast-paced dynamic environment.

Duties and Responsibilities

Under the direction of the Project Manager, IT TXM Services, this position will:

  • Provide supervision and leadership to TXM Application Developers within the TXM team and be accountable for projects and day to day operational activities.
  • Lead and guide Development team including recruitment process, procurement of resources and associated team building and training activities
  • Provide IT Solutions Services and Deliver the work plans (including Projects and Work Request) according to Project Activation and Change Management guidelines and established Service Level Agreements.
  • Provide consultation on the future business needs and technology road map direction for TXM
  • Define standards and working practices, identify and improve existing functions, prepare technical documentation
  • Accountable for work planning activities, department and section LEAN process improvements and participate in various forums and meetings as required.
  • Investigate, analyse and recommend system functionality enhancements for business process improvements, and to support TXM future direction strategies.
  • Provide technical expertise as required for gap analysis, risk identification and opportunity assessment.
  • Lead development and support of the TXM business solutions including design requirements for system architecture and business continuity plans for the City of Mississauga as well as external clients.
  • Participate in the implementation of formal approaches to business case development, approvals processes, Project Gate Reviews; Work Request management and monitoring; Project processes within the direction of the IT division and the PMSO guidelines.
  • Manage the relationship with application service providers and ensure contract compliance.
  • Comply with all Information Technology service levels, change and version control, systems development methodology, standards, policies and audits.
  • Provide IT Solutions Services and Deliver the work plans (including Projects and Work Request) according to Project Activation and Change Management guidelines and established Service Level Agreements.
  • Accountable for work planning activities, department and section LEAN process improvements and participate in various forums and meetings as required.
  • Investigate, analyse and recommend system functionality enhancements for business process improvements, and to support TXM future direction strategies
  • Apply new features introduced to Modifications and Enhancements to the front end forms and reports.
  • Promote a positive work environment
  • Other related duties as assigned.
Skills and Qualifications

  • Minimum of 10 year’s experience managing technical teams and accountable for enterprise architecture.
  • Proven record of optimizing Oracle application systems and team performance.
  • Demonstrated experience in motivating & mentoring technical teams moving from Waterfall to Agile methodology
  • Experience with DB objects development, data validation and analyzing existing processes and procedures
  • Experience in Optimization and Tuning of existing forms, Reports, PL/SQL store procedures and packages
  • Must have advanced skills to develop Oracle Forms, Procedures and Reports following detailed system design specification and to identify gaps in logic or integration.
  • Experience in resource optimization to manage development work in projects and production support.
  • Experience using TFS (Team Foundation Server platform) and/or JIRA an asset
  • Well versed in a version control tool (GIT) processes, and best practices
  • Development Toolsets; Oracle SQL and PL/ SQL Oracle Forms and Reports 11g & 18c on Windows Platform
  • Database: Oracle Database Microsoft SQL Server on a windows platform
  • Integration technologies: SQL Server Integration (SSIS), Web Services, API
  • XML
  • Oracle APEX
  • Oracle web logic applications servers
  • J2EE – Java, JSP, Javascript
  • Understanding middleware web logic platform and application development toolsets to enable them to support environments
  • Must have ability to interpret business requirements, process maps, and architectural design document into a detail system design spec.
  • Experience using TFS (Team Foundation Server platform) and or JIRA an asset
  • Well versed in a version control tool (GIT) processes, and best practices
  • Oracle certification preferred
Essential Duties: Major Functions and % of time
35% • Provide IT Solutions Services and Deliver the work plans (including Projects and Work Request) according to Project Activation and Change Management guidelines and established Service Level Agreements.

35% • Provide supervision and leadership to the Development team including recruitment process, procurement of resources and associated team building and training activities

Hourly Rate/Salary: $ 86,206.00 - $ 114,943.00
